IIO File: 26-002
Police File: 26-94

Victoria, B.C. – The Independent Investigations Office (IIO) has determined a man’s injuries stemming from a January 1, 2026 incident involving VicPD officers do not meet the threshold of serious harm, as defined by the Police Act.

On New Year’s Day, shortly after 5:30 p.m., police were called to the 800 block of Johnson Street in response to a 911 call for reports of a man behaving aggressively in public. The reports included yelling at passersby, challenging people to fight, running in and out of traffic, and allegedly assaulting a member of the public.

When officers found the person, they resisted arrest and tried to flee. A police service dog was used to take the individual into custody. The man was also transported to hospital for assessment and treatment.

VicPD notified the IIO of the incident and the man’s injury during the interaction.  The chief civilian director reviewed the evidence gathered by IIO investigators – including medical records, photographs, and a statement from the affected person.

The civilian oversight agency of police in British Columbia has concluded its investigation.
